Description[edit]

La Région Centrale is three hours long, composed of seventeen shots of an uninhabited mountainous landscape.[1] Between each take, the screen is black with a white X in the center.[2] In the beginning, the camera moves to capture its surroundings with slow, continuous gestures. Over the course of the film, the movement crescendos as the camera spins rapidly.[3]

Development[edit]

Snow had the idea in 1964 to create a film where a camera moved 'in every direction and on every plane of a sphere'. During the late 1960s he created three films that experimented with camera movement: Wavelength, Standard Time, and <--->. He researched machines that could automatically move a camera in complex ways, particularly surveillance devices.[3] The Canadian Film Development Corporation gave Snow a grant of $28,000, and he received additional funding from the Famous Players chain of theatres.[4][5]

At the recommendation of IMAX co-founder Graeme Ferguson, Snow contacted Pierre Abbeloos, an engineer at the National Film Board of Canada.[3] He commissioned Abbeloos to construct a 'Camera Activating Machine' (CAM), a robotic arm on which a 16 mm camera could be mounted. Abbeloos took a year to design and build the device. To generate a control signal for the CAM, Abbeloos used the selsyn from the Arriflex 16ST camera and converted it into a spectrum of frequencies sent to the CAM's control box. This operated the camera's zoom and determined the CAM's motion through a series of tones.[3][6]

Snow wanted to film a location with no traces of human activity.[7] He originally considered the countryside north of his mother's birthplace of Chicoutimi in Saguenay, Quebec as well as Kapuskasing or Timmins, both mining areas that his father had surveyed in Northern Ontario.[5] He scouted northern Quebec and found a mountain 160 km (100 mi) north of Sept-Îles.[7][8]

Snow shot La Région Centrale from September 14 to 20, 1970 with his wife Joyce Wieland, Abbeloos, and Bernard Goussard. They chartered a helicopter to transport them to the mountain.[3] Snow and his team were shooting for five days, producing sixty hours of footage.[6] He edited the film during a residency at the Nova Scotia College of Art and Design.[1]

For the film's soundtrack, Snow wanted to use the tones that controlled the CAM. He found it difficult to record the sound directly onto film in sync with the image; instead, he used a modified Revox to record the tones coming from the CAM's control box on quarter-inch cartridges. He dubbed the sound in post-production.[3]

Release[edit]

La Région Centrale was released in 1971. At the National Gallery of Canada, the film was exhibited along with the CAM, to which Abbeloos added a CCTV camera. The CAM responded to passersby with a 30-minute sequence of pre-programmed movements. When the film was shown at the Center for Inter-American Relations in 1972, Snow presented the modified CAM as a video sculpture titled De La.[3]

Critical reception[edit]

Wyndham Wise commented,

'In a brilliant convergence of form and content, camera movement becomes the reason d’etre. Rarely, if ever, has a film so clearly delineated the role of this machine in our reception and perception of the objected filmed. To make the film, Snow worked with a technician to design a mechanized camera that was able to move without human intervention in every direction imaginable. To further erase the influence of humans, Snow filmed in the remote reaches of Northern Quebec, where his camera roamed the landscape, in a manner both systematic and arbitrary. It’s both an exhilarating celebration of cinema’s unique qualities and a clever joke on the landscape tradition in Canadian art.'[9]

La Région Centrale received five critics' votes and two directors' votes in the 2012 Sight & Sound polls of the world's greatest films.[10] The film is now part of Anthology Film Archives' Essential Cinema Repertory collection.[11]

History

&In February 2016 the Cowlitz Tribe broke ground for their new $510 million casino. Construction was completed in early 2017 and the grand opening was celebrated April 24, 2017.

The Cowlitz Tribe was a landless tribe awaiting approval from the Bureau of Indian Affairs (BIA) to take 152 acres of land into federal trust. The land is located at La Center's I-5 interchange in Clark County, Washington.

Federal approval was finally granted December 23, 2010 making the land a sovereign reservation for the Cowlitz tribal government, housing, and economic opportunities. This included the tribe's plan to construct a resort casino as described below. Federal support for this project was reconfirmed Oct. 5, 2012.

The first phase of this construction on this $510 million project was the two-story casino which is now finished. An eight-story hotel will be built in a later phase.

Ilani Celebrates 2nd Anniversary and the Opening of Cowlitz Crossing

Ilani Casino celebrated its two-year anniversary on Wednesday. Its opening day was April 24, 2017.

In celebration of the event casino offered special promotions and memorabilia gifts to its guests. Leaders of the Cowlitz Indian Tribe also made two announcements about ongoing changes:

  • Cowlitz Crossing Grand Opening
    The Cowlitz Crossing opened today on the anniversary date of the casinos. It is a fueling station and convenience store located nearby at 31801 NW 31st Ave, Ridgefield, WA 98642.
    The fuel station sells gasoline, ethanol-free gas and diesel. The convenience store stocks standard items you would expect to find plus local ice cream, coffee and Ilani wine.

  • New Parking Garage
    Construction will begin this July on a 5-story parking stucture with 2,600 vehicle parking spaces. It will be completed in late summer of next year.

Ilani Casino Resort continues in a master planning phase. Future expansion project may include a hotel, a Cowlitz Indian Cultural Center and a new tribal headquarters.

The most recent addition was the Cowlitz Ballroom which opened in April last year. It is a 22,000-square-foot addition that provides a 2,500-person concert venue or an 800-guest banquet hall. The balllroom cost $20 million and is the largest in Clark County.

Ilani to build gas station, convenience store

Groundbreaking was held for the new gas station and convenience store that will be located near the ilani Casino Resort. On Thursday the ceremony was held. The casino resort is operated by the Cowlitz Indian Tribe near La Center, Washington.

During the ceremony members of the Cowlitz Indian Tribe and casino resort leadership were present.

There will be between 18 and 24 gas pumps. 22 parking spaces. The convenience store will be two floors with an atrium.

The store will offer drinks, tobacco, and some grocery items. Customers will also be able to purchase hot food. The store is planning on offering sandwiches and friend chicken.

The new gas station and convenience store is scheduled to be completed by the end of Spring next year.

UPDATE: Ilani Casino opened its Entertainment Center April 5th

February 14, 2018

In April the ilani Casino Resort is scheduled to open the new meeting and entertainment center. This is also the time the casino will be celebrating the one year anniversary.

The announcement about the opening was made on February 5.

The newly expanded area consists of 30,000 square feet. The Cowlitz Ballroom is 22,000 square feet. It can be made into different size rooms to accommodate different sized events. For concerts the ballroom can seat 2,500 people. It can also be used for banquets. In that configuration, the room can accommodate 800 guests. Smaller events can also be held there. The room can be divided.

The location in the building allows for guests to enter the room directly without needing to walk into the casino area.

Events held there will have access to full catering services, sound, and lighting.

Attracting more entertainment was one of the reasons behind the expansion project. The tribe is interested in providing guests with performers that are nationally known.

Along with the new entertainment center opening, the amount of traffic it will bring is a concern. To offset the issues, the road will be improved. An additional 400 parking spaces will also be added.

They expect traffic to be heaviest during the grand opening of the center. Then Thursday to Monday.

The ilani Casino Resort has been in operation for close to a year. The casino has plans to continue growing and expanding in the future.
